Tracking Our Progress
Vermont has made important commitments to reduce greenhouse gas emissions and meet more of our energy needs from efficiency and renewable sources. To make progress toward these commitments, it is necessary to both know and then learn from real data and evidence.
The Energy Atlas combines data from nearly 40 official sources to show progress tracking information so you can learn the answers to these questions. This one-stop shop for energy information and resources represents the first time that such a rich and diverse amount of total energy data has been presented all in one place, in a user-friendly and mappable way. You now have the ability to identify, analyze and map existing and promising locations for renewable energy and energy efficiency projects, quickly compare per capita statistics, see annual changes by energy category, view all statistics for your community, and utilize a timeline feature to visualize progress over time.
The following section describes all data available on the Energy Atlas. Details provided include a link to the original source, types of data available, years available, and the metrics tracked. Below that are sections with information about the progress we track.

Ground-mounted PV
Description: PV installed on ground-mounted poles at a fixed angle to the sun. Sites are first identified through a search of Certificates of Public Good (CPG) issued by the Public Service Department. Home-owners and developers must obtain from the Public Service Department before installing solar that is connected to the grid. Green Mountain Power, Burlington Electric, and Vermont Electric Co-Op then verify information on solar sites in their respective service areas. This includes the following: location, when the site was installed, and that the site is active. Information on solar site in the service areas of other utilities is of lower confidence. A CPG has been issued, but confirmation that the site was installed and connected is based upon searches of Google Earth.

Electric Usage
Description: The Vermont electric distribution utilities (DU) are expected to provide both iterative billing (customer information) and monthly usage data to Efficiency Vermont for the purpose of supporting energy service planning and implementation activities. Burlington Electric Department is the only DU that does not provide Efficiency Vermont with customer or usage data. Efficiency Vermont makes an effort to clean, standardize, and transform customer and usage data prior to loading it to a centralized statewide utility database/data warehouse. However, the accuracy of the town electrical usage and customer data contained in this report is completely dependent on the quality and availability of data provided by each individual DU. If a DU has provided Efficiency Vermont with no service address data or an out of state service address for a utility account, it cannot be mapped to a valid Vermont city/town and it has been excluded from this report. The Vermont DUs do not provide Efficiency Vermont with a Sector value for each utility account. DU provided rate code information associated with each utility account is used by Efficiency Vermont to approximate Sector for reporting purposes. The utility data contained in this report is subject to change as the Efficiency Vermont utility database is completely dynamic - corrections, updates, and inserts often occur. Efficiency Vermont is obligated to protect the confidentiality of all Vermont electric ratepayers and the customers we serve. This requires that even aggregated utility data is made secure and potential personally identifiable information (PII) is obscured. Efficiency Vermont has adopted an industry standard that helps ensure customer anonymity and privacy when externally sharing utility customer and usage data. As such, town sector-level results have been excluded from this report if that town has fewer than 15 customers for one sector (e.g. Residential sector, Commercial & Industrial sector, etc.).

Notes: These are project counts per town, not just those projects that average together to meet the state energy goal threshold. The data is inclusive of Efficiency Vermont’s Home Performance with ENERGY STAR projects run on behalf of BED and/or VGS – but not inclusive of those VGS projects run outside of Efficiency Vermont. VGS has their own retrofit program whose results are reported separately under the VGS category. Home Performance with ENERGY STAR includes buildings with 1-4 units.
Efficiency Vermont’s Building Performance is intended to support small business and mixed-use buildings. These project can be commercial, mixed-use, or >5 units.

Note: The residential sector is counted by "units", not by project. For example, if a residential building is multifamily with 4 units, then 4 units are reported. Vermont Gas Systems reports residential data reported on a per unit basis. Since these projects are required to be “comprehensive” as defined by the state, any “equipment only” completions are not included in the data displayed. As a result, please note that the savings to these communities is actually higher, but cannot be counted towards the state goal. It was agreed between VGS and EVT that VGS would report jointly administered projects. VGS included low-income jobs done solely by VGS. In order to eliminate double counting, VGS did not include any low-income jobs done jointly between CVOEO and VGS
